"Licensed electrician + reasonably priced" are words rarely used together. The best thing you can do is get a journeyman electrician who REALLY knows his stuff to do most of your easy / routine stuff that probably does not require a permit, and when you really need to pull permits (e.g. a rehab that you're going to sell retail, for example) then get yourself a master electrician. I have had great luck on Craigslist. There are lots of hungry master electricians on there - but you need to be smart about how you deal with someone from Craigslist. Find someone who says they are a master electrician, get their name and license number when you talk to them, verify it at http://www.tdlr.texas.gov/LicenseSearch/ , and before they do the job verify their ID and insurance. Get any bids in writing, and don't pay them a dime until the job is done. Optionally, check references if needed. Bam, its hard to lose if you do that.
