Your Agent may be able to recommend someone. Did you use a title company or an attorney for the closing? Unless it is the builders in house title company they may be able to help or at least point you in the right direction. New construction can sometimes be tough as it often depends on terms of the contract and their contracts are usually written to favor the builder.

if it's just chipping, it's normal I fear. Your old house probably had better concrete. The urge on new houses is for the builder to shave any penny, but that doesn't mean what they did is wrong or illegal - A yugo is as legal as a lexus, but you'll notice the difference
