Actually it is. CA Business and Professional Code clearly states that all licensed contractors must be bonded, either by a bonding company or self bonded. But that is neither here nor there. I am talking about Liability Insurance and Workman's Compensation Insurance. Every employee must be covered by workman's comp. There is no ifs, ands, or buts. Liability insurance is not required by law, but why would you hire someone who doesn't have it?

Verify license information on cslb.ca.gov. It appears neither reference is licensed. Also make sure they have liability insurance and workman's comp as well as their subs.
