If the relative is physically capable, they could use TSP. That's a very strong base you mix with water that saponifies grease (turns it to soap). After that, it rinses off fairly well with clean water. Wear rubber gloves, long sleeves and glasses while using this stuff. It's one of the best things for really old grease stains on cabinets, which have often partially polymerized (turned to plastic) on the surface.
Note that if mixed too strong or left on too long it can degloss surfaces (like varnish on wood, tile, glass).
Might also consider getting the cabinets repainted, which is more expensive but will get them cleaned, sanded and with new paint applied. Some shops specialize in it.
