I feel your pain. I have a year round neighbor, who plays his car radio so loud at night, I can hear him over the tv. That's several times a week all year long. Why is he in his car and hour or so after coming home? No idea. Loud is annoying. I'm not sure if he is the same neighbor who sets off firecrackers every weekend from Memorial Day until Labor Day. I don't know why noise ordinances aren't enforced here year round, not just in the summer or for one group of people.
