Hi .I've recently been to Mone on Novy Arbat. Not sure how good they are with highlights , I changed my haircolour from blonde to bronde http://lorealprofessionnel.co.uk/products/haircolour/index-haircolour/bronde/ I'm quite pleased with it especially as it is not easily done , an inexperienced stylist could easily turn your hair green! I'm sure they can do highlights as well. The manager, Natalia speaks good English and she helped translate. I also had a haircut and it all came to about P 10.000 (with 20% discount as it was my first visit)

Have you tried Expat Salon near Mayakovskaya Station? It's like a 5 min walk. Their front desk always speaks english and translates for you when you get a cut. Guys are 2000P but the first time you get 15% off, I would try them, since you probably want to communicate with your stylist.
