Russia in Canada has the Embassy in Ottawa and Consulates in both Toronto and Montreal, depending on where your friend lives it can be DIY very easy. For a tourist visa you don't really need an agency AND it can be done in 24 hours. Many online official Russian travel providers can make the tourist invitation for $20. and you receive the invitation in 5 minutes, computer generated. Russian Embassy staff in Ottawa are very professional.

Have you seen the booking.com reviews of that hotel? This one made me worried:- кондиционер оказался платным 6,5 Е в сутки только из-за этого если бы знал не стал бы жить в этом отеле; - сейф только на ресепшн и тоже платный 1,5Е/сут; - в некоторых номерах холодильник тоже платный; - брали номер (чуть больше по стоимости) с видом на море - вид портил дом напротив; -размер номера гораздо меньше чем показано на фото; - белье на кроватях грубое, спать не удобно; - душевая миниатюрна, не позволяет даже нагнуться; - что за гений поставил унитаз с упором в раковину, на нем сидеть можно только по диагонали; - полотенца меняют раз в 2 дня, по воскресеньям уборку не делают; - слишком шумно на улице, пришлось покупать беруши; - заплатили 606Е за 11 дней - считаю это слишком дорого; - пляж у отеля - узкая полоска шириной 3-4 м грубого серо черного песка длиной примерно 50 м, цена за 2 неудобных лежака с зонотом 8 евро. Все описанное испытано на себе и не является придирками, т.к. есть с чем сравнить. Maybe it depends on the room..I don't know.
