Harkins is quality but they'll only have tulips if they are in season. Not sure if they are considered affordable but it's your girlfriend, don't hold back.

Give NOLA Flora a try on Magazine. My wife knows her flowers, and when I order from NOLA Flora she is always impressed. In fact, I have not ordered from anywhere else in years. I'm not certain if they are considered affordable. I always tell them my wife's likes and dislikes, I give them a price, then they deliver. Our anniversary was today so I splurged on an expensive arrangement ($120). It had two of her favorites, looked amazing, but was definitely quality over quantity. I have ordered less expensive arrangements in the past ($50-80) that have always been excellent, but depended on the particular flowers included. It is wedding season, so you might have excellent choices wherever you end up ordering flowers. Not certain about finding tulips.
