Brad, I-90 roughly marks the north/south divide btw unnavigable hipster uptown and civilized New Orleans. . .where the streets are mostly named and marked and parking on the street doesn't require four-wheel drive and a hydraulic winch.

Albeit not in NOLA but, Warby Parker makes great glasses they send them and you try on. I think you can get up to 8 pairs. My hubbie has been ordering there for years and he loves funky frames.

If your prescription is still valid you can order them online easily. If you want local I really like Bright eyes on freret street (though they are moving soon). They try to keep things reasonably priced and the doctor there is awesome. Usually prescriptions for contacts are only good for a year or sometimes two though, so you will be sol if it's been longer than that.

An eye exam at Costco is $120, iirc, cash. You don’t need a Costco card to get an exam but do need a Costco card to buy the contacts there. Or you can buy them online.
