I just got a flyer in the mail about this. It says, "Health Care Connect links patients with family doctors and nurse practitioners." If he currently has a doctor elsewhere in Ontario: Step 1 - He must de-register from the current doctor, who should continue to see him until he gets a local doctor. Call Service Ontario at 1-888-218-9929 and follow the prompts to press 5 and then 3, or press 0 to speak to someone in person. Have his health card ready. Step 2 - For a local doctor, register with Health Care Connect at 1-800-445-1822. Have his health card ready.

I need a doctor too. I've called most of the local doctors and they all say to register with Health Care Connect. If anyone knows another way, let us know.
