I work for Geek Squad in Best Buy. For $250, we can ship your hard drive/computer out for tier 1 data recovery (via Ontrack). If no data can be recovered at tier 1, it will escalate to tier 2 (about $200 more). Otherwise, it will go to tier 3 (which can go into the thousands). All of them I've shipped out come back after tiers 1 and 2. If no data can be recovered, you get about $200 back (out of 250).

If it’s a powered drive, it may just be the power supply or case. You might be able to take it out of the shell and plug it into a Sata to USB adapter.

There is a (free?) Program called recuva that can do a deep scan on your hard drive to recover anything on it. I've used it before and got all of my stuff back. Even after doing a full reformat.

Is your data worth several hundred dollars? Data recovery services are not cheap. Even if a drive isn't bootable it can often be useful to plug it into another PC as a secondary drive long enough to back up the data.

Where did you get the quotes from? At (insert large computer manufacturer with offices in Nashville) we send people to http://www.drivesaversdatarecovery.com/ and they offer a discount with a valid service tag. What's specifically is the issue with the drive? Is it powering on at all? Does it spin, etc.? Could be just the components of the drive enclosure and not the drive itself. You can sometimes take the drive out still recover the data. If it's a Passport though those are a bit tougher unfortunately. Don't believe they have a standard SATA connection on the drive itself.

I manage a couple of petabytes of data at Vandy, and see drives fail left and right. If the drive is still readable, find a friend with a Linux computer and a good drive of equal or greater size, and use ddrescue to copy the bad drive to the good one. http://www.gnu.org/software/ddrescue/ I know that's a bit technical, but if your drive is still readable, all it will cost you is one replacement drive and a couple hours.
