At Chopstick tatoo, before to get paid customers, many "staffs" have to practice a lot for free or cheap, it s part of the "deal" if they want to be at level to work there....(one of the 5 top Tatoo in Japan from what I heard), maybe a chance to get one for cheap better than making it yourself...

Candy Man up there hit it on the head. Ben Her is good. He also speaks English. Three Tides Tattoo is also awesome. Maybe English, no cheap.:)

Yahataya Gym (the Osaka City Gym) at Asashiobashi (one stop after Bentencho) allows tattoos. Also, King Gym in Shigino (one stop past Kyobashi).
