You have to send the letter certified mail stating to forward mail as stated in the code for West Virginia. I wouldn't waste my time chasing her, you can sell her property to get your money back or take it to small claims court. If you try to track her down it may be a harassment issue. Just be happy you are not having to pay an attorney to have her evicted. Follow the code so you don't find yourself liable in anyway. It is illegal to open or get in someone's mailbox (Federal offensive). The Post Office can't give out addresses for someone in any conditions, Privacy Act.
