great looking bike Martin, the Villiers JDL engine is so easy to work on, but as Roy Best says I don't understand being on the opposite side I would contact Steve at http://www.villiersservices.co.uk/ he is very knowledgeable of these type engines & will put you right on any problems, I have a similar bike being the Sun Autocycle so as you find other problems I may be able to help, another good source of parts will be http://www.mopedland.ukfsn.org/spares.html I hope you find all you need

thats what I was thinking Roy Best as the de-compressor is on top with the plug underneath, it just looks odd, the bike has a lot of potential though Martin Riley I wish you well with it:)
