Chester County doesn't have a community college so they have a relationship with Delco. There is a satellite campus of DCCC at Pickering out on Charlestown Rd. There is a little know program that allows you to take classes from any community college at county tuition price IF your county doesn't offer the program. For example, when living in Montgomery county I took classes at Philadelphia Community College at county resident cost because Montgomery County doesn't have a sign language program.

I'm not sure, but I thought that Phoenixville did hold classes for Delaware Co. Comm College at the Tech School. I forget what the new name is.
