In PA, notary fees are set by the Secretary of the Commonwealth with the approval of the Attorney General according to the type of service being performed, all are very reasonable -- the fees are supposed to be standard across the board. A notary is not supposed to charge more than the set fee and by the same token, not supposed to "give" services away.
