I would also suggest finding a certified and licensed equine body worker, sway backs can be helped immensely. I am studying to be licensed and certified with The National board of Animal Acupressure and Massage. You cannot practice chiropractics legally in North America without a vet license and judging by the pictures a massage therapist could help a ton with the development of your horses back:)

My horses back is very similar. I have a wide, 7.5" gullet and I use a 1" wool SPH Performance gear pad, Kyle Schurig is the one who makes them. It works great and my horse has an even sweat mark.

CSI pads are THE best... Ever! No other pad can beat the technology they have, there is no competition. The flex plate disperses all of the pressure, they have removable liners so you never ever ever buy a new pad (unless of course you'd like to have two or five or ten haha!!) and you get twice the life out of the liner because you can flip them!
