Pete at tvpauto.com hands down. Check out his FB page for a glimpse of what he works on. Amazing work, fair prices, and great customer service. I did a lot of research before getting one car done. He's now worked on 3 cars we've had and soon to be a 4 th. We've done window tint, sunroof tint and clear bra. One window had a little issue (something nobody else would ever notice - I'm OCD) on the first car and he replaced it no questions asked. I offered to send pics (if I could even capture it) and he said no need to convince him, if it wasn't right for me, he'd take care if it and he did. That obviously was a big consideration for me returning with additional cars in years following.

Why must if be Windows? Ubuntu (other other Linux) works reasonably similarly, and Open/LIbre Office will open/store compatible files (e.g. .doc and .docx).
