Almost any good tattoo artist has an adaptable style and will be able to draw what you want, but it's on you to provide them with good reference material that properly illustrates your requirements. Custom artists usually take a deposit and then show you the drawing ahead of the appointment to work out any changes. My advice is to look at artists' portfolios on Instagram to figure out what style you want and who you want to do it, then call the shop (don't DM the artist) to book a time for a consultation. You'll know in the consultation if the artist gets your idea, and if you like them that's when you put down a deposit.
