I have all my insurance with State Farm (Virgil Ellwanger), except my homes that are in Rehoboth. State Farm won't insure any property within 1000 of the high tide line. The insurance for those properties are with Farm Family. They had the best coverage at the best price I could find.

Usaa does do rental property insurance. I have homeowners for both of my houses through them. They are fully aware that one of the homes is a rental property and when you do the online quote tool you can specify that it’s a rental property for different coverages. They are probably telling you to switch it from homeowners to rental property insurance. As of last year only Windsor Mt. Joy Insurance Co was writing policies for mobile homes in Delaware. The only other option we had was Lloyds of London which was double the premium. We got ours through Williams. USAA does not write mobile policies, I tried them.
