Shannon - Check out the prices for a shower enclosure (Only as a quick fix). It still needs tearing out. If I was closer, I could do it for you.

Judy - Yep. Compromised window (probably structure behind it). Water infiltration behind the wall. Probably water infiltration (with subsequent compromised structure) under the floor. Replacing plumbing. A complete tear out and replace. Some savings if you can find a local discount building supply house (like Habitat for Humanity) and find tile, mortar, etc
