You will want to scrap the loose paint away. V slice any stress cracks and tape and mud over. The spider web cracks you will want to scrap the loose stuff and then apply Peel Stop over the entire surface. You can also buy 2 foot wide rolls of mesh and place over the spider web cracks and mud over. If you notice mold or discoloration on ceiling use mold killing primer.
