Broadway Coffeehouse has a room you can use (for free?) I believe. McMenamins also has rooms you can rent for no charge, but there's a food/beverage minimum (under $200, I believe).

My sister did mine at Crossroad's Coffee Cafe in Gladstone and created a Paris theme. It turned out soooo cute! They rent their space after hours and provided a barista for guests to purchase drinks. She put Paris photos and such around and brought in food from a French bakery.
