The US Embassies are capable of authenticating any documents that are to be used in the United States. Even if they go to a Notary Public, that document still have to pass the Embassy. Just my thoughts if it is a document to be use here in America.
Liz L. replied:
Check with American Institute in Taiwan. We used them a few years back. http://acs.ait.org.tw/notaries.html
