Not sure if this is what you are looking for, but this guy did our driver's licenses here in Korea and was wonderful. You send the documents to him via email and then he mails them back to you. He speaks a bit of English, and responds to emails right away. http://www.apostille.co.kr/. His main thing is apostilles, but he notorized and apostilled our licenses for us.
