Hello Janie, I own Amped Up Electric here in Seymour. I can come out and give you a free estimate if you'd like. The distance between the building and your main load center and the location of the load center would affect the price. Also 10 gauge may not be enough for (2) 240 volt circuits plus 120 volt receptacles and lights. Depending on what the load demand for those tools are and what you plan on using at the same time. Feel free to take a look at my other projects on my page. https://www.facebook.com/ampedupelectricservice/

Hey Michael, I own Amped Up Electric here in Seymour. On replacement costs, $1,000 is a good starting point with different factors affecting the price. Repair costs would be cheaper depending on what is wrong with the current panel. Feel free to contact me by phone/text/fb message and I can give you more details or a free estimate. Thanks.
