Motorbikes are banned for sure but no one cares about electric bikes or scooters. Talking about "biker-friendly" in comparison to Ho Chi Min - yes! I bike every day and I'm fine driving on the road. But in comparison with western cities I would probably say no. There are many shops depending of what district in Shenzhen u are heading for. Talking for shekou: Decathlon and "Trek" at wanghai rd. Close to rosegarden II
