There is something fucked up in the relationship between the dentists in Japan and the health insurance systems. The dentist is probably being incentive to split treatment to multiple steps, instead of doing all the work in minimal number of appointments.
I know one that for this reason went to the american clinic, that does not accept insurance, and paid from his pocket just to have all the needed serious cleaning done once. (I think that he paid 100K yen for it)
I don't think that your common dentist will proposely do unnecessary treatments, (after all, he is a Japanese) but a difference in expectations will surely happen. What a dentist in my home country ignored or marked as to review next checkup, the Japanese dentist will jump to fix, probably in the name of perfection.

While not in your target zone, I can vouch for [Jiyugaoka Dental Care](http://jiyugaoka.info/). He speaks pretty good English (also not one of your requirements), but I usually converse in Japanese. He also doesn't push unnecessary treatments on you (to my knowledge). Although, if like me, your teeth are f'ed up, and you have serious gingivitis, the cleanings are "special" and not covered by health insurance. If you took/take good care, there should be no problem though.

About 5 minutes later he said he was finished and my appointment was over. Of course Japanese health insurance paid for almost all of it.
Next year, I went to the American Dental Clinic and asked for a checkup and cleaning. They did the full bite-wing 360 x-ray, put me in a special room with a dental technician who cleaned my teeth for a full *hour*, and then the dentist in charge had a meeting with me and the tech. They had found one small cavity and would I like to schedule an appointment to have it taken care of, or do it now? :30 minutes later it was all drilled and filled! Of course Japanese insurance did not cover any of the procedure, so it was a couple hundred buck out of my pocket. But it was **done** and my mouth hadn't felt so clean in a *long* time!
I've heard too many horror stories from Japanese friends that have to go back to the dentist over and over again (5 or 6 times?!?) just to have a single cavity taken care of!

It's about 5 min walk from JR Kamata station (which is only about 10 min by train from Shinagawa on the Keihin Tohoku Line), but I highly recommend [Tokita Dental Clinic](https://plus.google.com/113023002821168790814/about?gl=jp&hl=ja). The head dentist is very, very good. I've been going to him for a while, and he's filled several cavities and pulled my wisdom teeth. Very professional, and very careful not to put you through any pain. The only thing is that since the clinic is popular, you usually have to make your appointments about 2 weeks in advance.

I don't know if anyone there speaks English. Check-up & cleaning was 2500Yen with National Health Insurance (as of April). I went there twice. I have excellent teeth and never need to get things done so I can't tell you about procedures. The first time I went I hadn't a cleaning in 2 years and it took about 10min, the year after that about 5min or less. Compared to my German dentist he was more gentle but as effective.
I managed to drag my SO there who is scared shirtless by dentists and hadn't a cleaning in more than ten years(!). The cleaning took about 30min and was well done IMO. Under all the grime he has good teeth too and no further procedures were necessary.
I need a good dentist for normal stuff and whitening in MAKATI central area ?? ( I dont have time to go far away).... any recommendations please? nothing super expensive...
