If you go to http://www.niceic.com then type your postcode in it'll bring up a list of registered electricians. In my opinion the NICEIC tend to be good electricians if you want domestic electrical work you can look for domestic installers and if you want commercial look for approved electricians. The best electricians will be approved ones with domestic installer status.
