Tim Frank, not only a good, honest lawyer but also puts alot of time back into Springville helping those in need but you may not hear about it. There may be others well qualified but I have seen Tim personally serving quietly many times.

What I think your asking is how your husband can become her legally recognized father is that correct? Because you are the biological mother? If that's correct, then you need to contact a lawyer and determine the state of WA laws on parental rights and termination of parental rights in that state. Having gone through a similar experience in NYS, I can tell you NY takes parental rights seriously and it may take some serious work to have the biological fathers parental rights terminated even if he is absent. The cost will likely be a couple thousand dollars, as there are some mandatory costs from the adoption process.
