What state are you located in? If a colder one, use $ on insulation! It will be worth it. I would start with what is most necessary. Roof, plumbing repairs to live, then tackle most necessary first 1) Kitchen 2) Bathroom then move on! You can live without one or the other... But I personally would want some running water

Bonnie Daman-Dickson is right. Air tightness is more important than R value. 2 inches of spray on polyurethane is better than 6 inches of fiberglass batts. (for walls) and 6 inches of polyisocyanurate is better than 12" of fiberglass (ceiling) These cost more but pay for themselves very quickly.
