I second Christine K Designs in Sun Prarie. She is located next to the bank of Sun Prairie, entrance to shop from back parking lot of bank. She altered my wedding dress 10 ago and my daughters prom dress just this week.

There is a shop in downtown opposite to a bicycle repair shop I guess,if not exactly there a few shops further.It is on your left handside when you go from culvers to Aveda hair salon---between that.There is one in east town mall too and they also do wedding dress alterations.
