Argentiina ([they even have a finnish version website](http://argentiina.ee/?lang=fi)) gets recommended a lot, especially by meat eaters - they have a private banquet hall upstairs that can fit up to 60 people, and offer group menus and party menus starting from 29 and 30 € per person. (Idek what's cheap any more, the mid-range restaurant and café prices in Tallinn have totally caught up with London, Paris and Berlin in my experience.)

Good and inexpensive. Tough find. Try F-Hoone, they can definitely fit more than 35, food is OK and inexpensive.

You'd be surprised, but we found a real gem of a restaurant at the new Seaplane Museum in the harbor. I'm not sure if you need a museum ticket to access it, but if you go there anyway, give it a try.
