There is a detailer at the bottom level of Ft Brooke (I park there too). I just picked up a flyer from them today. If you come in from the Whiting side, stay to the right and he's right there next to the YMCA. Prices aren't bad - $25 for a basic wash including windows and wiping down the inside. Add-on wax and it goes up to $45.

The best are the ones in West Tampa and a little north. They look a tad sketchy under a tent outside another business, may speak little English, and take awhile (1-2 hours) but they do a better job than ANYONE else. My F150 truck is $25-30 for full handwash, rim/tire clean, vacuum inside, and wipe down. I usually tip $5 or so extra.
