Exempt income and related assets do not need to be reported to the Israel Tax Authority for the entire 10 years. All types of income and capital gains are covered by the exemption if they are derived from non-Israeli sources, such as income from salary, business, pensions, investments, etc.
Binyamin R. replied:
Let's get a few things clear. The Voluntary Disclosure scheme gives NO reduction in taxes due or interest, inflation and fines for late filing and payment. What it does give, and this is not a small thing, is immunity from prosecution - since, ultimately, not reporting income and paying taxes is a criminal offence. Leora - the scheme not applying where the tax due is small (and no-one knows what that means) does NOT mean that the tax shouldn't be paid. Rather, they don't start checking eligibility to immunity since they're not going to prosecute. Sol - don't necessarily take everything that NBN says as gospel truth. The 10-year exemption applies only to olim who came in 2007 or later; those who came before are liable in full to Israeli taxes on their overseas income. Further, the definition of work income is not well understood by people; and many people who are working physically in israel for a foreign employer are INCORRECTLY treating this as foreign-earned income.
Binyamin R. replied:
one final point (that may be relevant to OP) is that the terms of any Double Tax Treaty with another country must be looked at. You may have paid taxes to Uncle Sam, but if Israel had the first right, it's money down the drain

PFIC is not specific to Israel (https://americansabroad.org/issues/taxation/new-relaxed-rules-pfics/). I don't know the IRS treats Canadian funds and ETFs.
