Aged Care Assessment Team. You should try and get and ACAT assessment done, you need this to access any residential care including respite care. Sorry can't remember the number....

There's an Older Persons Mental Health service that's run from Calvary in Bruce. They can come out to your relative's home to do an assessment, but you will need a referral from a GP. http://health.act.gov.au/our-services/mental-health/older-persons-mental-health

I too was in your situation earlier this year. I went to COTA http://cotaact.org.au and they could not have been more helpful or understanding. Highly recommended. I knew nothing about aged care assistance so I know how daunting it can be.
