Catch it and call Councils Animal Control depth. They will come pick it up and owners will have to pay to get it back. After a couple of times paying the bill people usually get the hint. If it's destroying your property notify Council and they should do something about it straight away.

cats are normally clean animals and cover their poo. They don't like the smell lingering around. Pet shops usually have a menagery of sprays that will keep them away from your doors and flyscreens. Just have a chat with them and I'm sure they will be able to assist you.
