As people have mentioned before, actively guiding a rocket anywhere but "up" is pretty much illegal in the U.S. However, I've always wanted to look into the legality of having a guided non-powered mode for recovery, such as a steerable parachute like skydivers use. I'm not sure if it's legal, but if it is, it could be incredibly useful in avoiding the 2 hour cornfield searches that inevitably follow an epic launch.

What would be the point of "operating" a rocket? They fly straight up, they come down. What more is needed? Cameras for recording flight are fairly easy to set up. A live video feed would be extremely difficult due to the size of the equipment needed to handle the ranges we're dealing with here. Even for common model rockets, something like a wi-fi solution would probably not have enough range.
