The only place locally I can think of to check with would be Queale on Government but they're generally unhelpful to deal with. Canakit in Vancouver has a few starter kits and they have a web store. http://www.canakit.com/arduino/arduino-kits If you don't mind internet purchasing from the US Sparkfun has several options https://www.sparkfun.com/categories/103 There's also adafruit https://www.adafruit.com/products/68 I bought the Sparkfun Inventors kit which Canakit sells: http://www.canakit.com/arduino-professional-kit.html I recommend the kit, you get little tutorials and all the parts you need.

Check out BC Robotics, too. They ship out of Nanaimo. I've purchased from them in the past and have been very pleased. I think they sell various startup kits.
