I'm not certain about if it's still the case since I haven't been there in a while, but there used to be people selling plants at Koby's Swapmeet. I don't know about around/under $1 since that seems like little profit to be made hauling them around, but for the things I wanted (ferns, palms) I got good deals.

If you are om facebook then look for your local Buy Nothing group. I see people giving away free plants often.
