The Rimsky-Korsakov and Berlioz books offer great, albiet, dated orchestration methods (not to say useless by any means.) The Kennan and Adler books are pretty standard text books on orchestral writing. The best tool, however, is looking/and listening to music. Hell, even Bach traced over Vivaldi.
