Bayer taxi 2219667 is one of the cheapest but I wouldn't book it more than 0,5-1 h in advance as it happened (same as with all other companies, though) that they called the taxi off jist minutes before.. If you mean cheap, the taxi shouldn't be more than 1,80 pln/km (theu should all have prices on the back door/window).
