Most florists in the UK are members of Interflora (www.interflora.co.uk) who act as a sort of central booking agency. If you go to their website and order flowers for anywhere in the UK, they'll send the order through to a local florists shop who will create the bouquet and deliver it.

Try direct2 florist.co.uk - is similar to interflora, but you actually choose which florist creates and delivers the bouquet, rather than relying on whichever shop interflora farms the work out to. Which bit of London is she living in? We may be able to give specific recommendations of local florists shops, rather than general services.
