I would suggest looking at a site like [Wedding Wire](http://www.weddingwire.com) and doing a search for vendors. I got engaged in October and did a similar search for a budget venue, mine is going to be in Philadelphia. I lucked out, but one thing I can tell you is that you might have to rethink your budget and raise it a little. If you think about it, even with your caterer (good deal, BTW!) you are already almost half your budget for catering/venue. $1200 for a venue is going to be difficult, especially in Downingtown/West Chester! Also, does your caterer include all your rentals (silverware, plates, linens, seating, tables)? If not, you'll have to rent those too. it's usually best to find the venue first and see what they provide, then get the rest of your planning underway.
I was trying to do my whole wedding in under $5000 but now that I'm a little further in the planning it looks like it will be more like $6000+ and I'm even bringing in my own caterer and alcohol. Most venues won't let you do that. They might have a cheap rental fee, but then charge a lot for the catering per person, or require you to use one of their "approved" caterers ($$$)
Another route is to look into nontraditional spaces like art galleries. My guest count is about 70 and we looked at a lot of art spaces because the amount of space is just right.

My cousin had a similar budget to yours and her reception was at the Downingtown Country Club. It was a plated meal with a cash bar and iPod playlist, on a Saturday afternoon. Not sure how much their rates have changed since 2010 but it might be worth checking out. EDIT: oops, just re-read your post and saw you already have a caterer picked out. IDK if the country club would let you bring in your own caterer... Sorry! Good luck with your search.
