Ultimately, the best artist for your piece will depend on the style of artwork. Are you looking for bold colors? Soft black and grey? Bold linework? Every artist has their strengths and letting them work to those will get you the best tattoo when all is said and done. Whoever you choose, always review their portfolio. I wouldn't consider any artist who doesn't have that information front and center. They also offer tattoo parties and allow children in the shop, 2 things that the vast majority of respectable tattoo artists will refuse to do. American Crow has some solid artists. The waitlist for David can be significant; I'd recommend getting in with Logan if you click with him, he's very talented and I suspect he'll have a waitlist as well before too long.

My wife and daughter both got tattoos at Twisted. Great guys, great work, reasonably priced. My daughter got a large animal skull with chains going all the way around. She drew her own image, but very impressive work on their part. Definitely do your part though. Plan ahead, maybe even draw up a rough sketch. Go in a talk with them about your idea and then schedule the inking appointment later.

Knowing what type of thing/style you want might help recommendations. Look at portfolios of people and see what clicks with you (most of which can be done online these days). My Columbus tattoos were done at Evolved, but I haven't gotten any here in town in a few years and am not the most current source of info.

I am in the process of a large thigh piece with David Boggins at American Crow. Your tattoo will be a permanent part of your body. Be willing to wait to get a good quality artist who can deliver quality work you'll love forever. David is worth the wait.

David Boggins at American Crow is awesome, depending on how long you're willing to wait for an appointment is a big factor as well as what style you're interested in. There is alot of talent in Columbus.

I got one at Evolved not too long ago. My artist did a great job. And made some recommendations that I am so happy I took. Really gave life to the piece I got. I am looking to get another one done in the next couple weeks. I will probably end up back there.
