Yup - they are deep - usually four to eight feet,IMHE. It keeps them from freezing, so if you're uncovering those lines now, just before a polar plunge, they'll freeze. And that'll be much worse problem. But it's too cold to be digging, so I'd guess not - try Craigslist for a local handyman, then back search them online: I've had very good results that way.

Just call a professional to do it. I've used #1 one utility in the past when it's happened on some of my properties that I fixed up. They can get it done in a couple hours and use a machine to board new line all the way through to where connects to the main. Unless you know exactly where the leak is you'll be digging all the way from where comes into your foundation all the way to the main. Plus if there is one leak there is probably going to be more in the near future. if your water line is pretty old it would especially be recommended since they will run a new corrosion resistant PEX line and you won't have to worry about it for a long long time. They can coordinate with the city to get you back up and running with water service in no time flat. It costs about $2,500.

As u/DavidMacLuna stated, water lines have a minimum of 4 ft. of cover to prevent freezing. They're usually not deeper than 6 ft. This is not a "fix it yourself" item.
