  I've personally gotten work done at Jinx Proof in Georgetown and thought they did fantastic work. The shop minimum is about $60 which is standard, and it can get pricey (also standard, especially in DC). I believe as far as tattoos go you get what you pay for. Pay extra because if you try to be cheap, you will get a cheap tattoo that stays with you for a long time. Jinx Proof website can be found at http://www.jinxprooftattoos.com/
