They mentioned Zapatat in Arlington County and Advanced Laser Tattoo Removal - which at press time was on Connecticut Ave - I think it has since moved to Arlington also. I know of Zapatat in Arlington, VA & then the Center for Laser Surgery in DC removes ink as well. I have heard really great things about the latter.
