I have a strong feeling your issue is physical. The fact that you said it stared after changing the rods and bearings and switching to skynet didn't improve it, adds more weight to this assumption. Your answer might be fixing your z wobble. Print this and post back here: https://www.thingiverse.com/thing:680207 Print at 30 mm/s and 8 jerk so you can rule out print settings as a possible cause.
