My commute is only 3 miles & I go slow. I wear dresses & skirts with biker shorts under (not padded, just needed so I don't flash people) when it's hot. I wear shirts that look nice under things & then keep various sweaters & wraps to put over them at my desk. The key is no cotton - all quick dry materials. I shop a lot at Half Moon Outfitters & REI & online at Title Nine (no local stores yet).
